Maioria dos portugueses guarda os telemóveis antigos. Perdem dinheiro e prejudicam o ambiente


A União Europeia enfrenta um desafio crescente: centenas de milhões de telemóveis antigos permanecem esquecidos em gavetas, sem qualquer uso, representando um enorme desperdício económico e ambiental. De acordo com a Swappie, especializada na venda de telefones recondicionados, o valor acumulado destes dispositivos inativos poderá ultrapassar os 140 mil milhões de euros, como escreveu a AWAY no ano passado.

Estima-se que cerca de 700 milhões de smartphones estejam atualmente fora de uso nos lares europeus, segundo dados da Comissão Europeia. Considerando um valor médio de 200 euros por equipamento, o impacto económico deste fenómeno é significativo. A preocupação, no entanto, vai além da vertente financeira. Cada telemóvel contém matérias-primas valiosas, como ouro, cobre, cobalto e estanho, que podem ser recuperadas e reutilizadas, reduzindo a necessidade de extração de novos recursos naturais.

Em Portugal, acumular telemóveis é prática comum
A realidade portuguesa não foge a este cenário. Um estudo realizado pela KANTAR, em parceria com a Swappie, indica que 77% dos consumidores em Portugal guardam os seus telemóveis antigos, muitas vezes sem qualquer plano de reutilização. Ainda assim, a maioria destes equipamentos poderia ser recondicionada ou reaproveitada, contribuindo para a economia circular e para a diminuição do lixo eletrónico.

Um problema que se agrava depois do Natal
A época natalícia tende a acentuar este problema. Todos os anos, milhões de novos smartphones são comprados e oferecidos, empurrando os modelos mais antigos para o esquecimento. Apesar disso, menos de 5% dos telemóveis na União Europeia são recolhidos para reciclagem ou recondicionamento, o que revela uma baixa consciência sobre o impacto real deste comportamento.

A boa notícia é que vender um telemóvel usado é hoje um processo simples. Empresas especializadas, como a Swappie, disponibilizam avaliações rápidas, processos de venda descomplicados e pagamentos céleres, incentivando os consumidores a dar uma nova vida a dispositivos que já não utilizam.

Experts Say Decades of Recycling Hype Has Backfired Dramatically



You've just finished a cup of coffee at your favorite cafe. Now you're facing a trash bin, a recycling bin and a compost bin. What's the most planet-friendly thing to do with your cup?

Many of us would opt for the recycling bin – but that's often the wrong choice. In order to hold liquids, most paper coffee cups are made with a thin plastic lining, which makes separating these materials and recycling them difficult.

In fact, the most sustainable option isn't available at the trash bin. It happens earlier, before you're handed a disposable cup in the first place.

In our research on waste behavior, sustainability, engineering design and decision making, we examine what U.S. residents understand about the efficacy of different waste management strategies and which of those strategies they prefer.

In two nationwide surveys in the U.S. that we conducted in October 2019 and March 2022, we found that people overlook waste reduction and reuse in favor of recycling. We call this tendency recycling bias and reduction neglect.

Our results show that a decades-long effort to educate the U.S. public about recycling has succeeded in some ways but failed in others. These efforts have made recycling an option that consumers see as important – but to the detriment of more sustainable options. And it has not made people more effective recyclers.

A global waste crisis
Experts and advocates widely agree that humans are generating waste worldwide at levels that are unmanageable and unsustainable. Microplastics are polluting the Earth's most remote regions and amassing in the bodies of humans and animals.

Producing and disposing of goods is a major source of greenhouse gas emissions and a public health threat, especially for vulnerable communities that receive large quantities of waste. New research suggests that even when plastic does get recycled, it produces staggering amounts of microplastic pollution.

Given the scope and urgency of this problem, in June 2023 the United Nations convened talks with government representatives from around the globe to begin drafting a legally binding pact aimed at stemming harmful plastic waste. Meanwhile, many U.S. cities and states are banning single-use plastic products or restricting their use.

Upstream and downstream solutions
Experts have long recommended tackling the waste problem by prioritizing source reduction strategies that prevent the creation of waste in the first place, rather than seeking to manage and mitigate its impact later.

The U.S. Environmental Protection Agency and other prominent environmental organizations like the U.N. Environment Programme use a framework called the waste management hierarchy that ranks strategies from most to least environmentally preferred.

The familiar waste management hierarchy urges people to "Reduce, Reuse, Recycle," in that order. Creating items that can be recycled is better from a sustainability perspective than burning them in an incinerator or burying them in a landfill, but it still consumes energy and resources.

In contrast, reducing waste generation conserves natural resources and avoids other negative environmental impacts throughout a product's life.

R's out of place
In our surveys, participants completed a series of questions and tasks that elicited their views of different waste strategies. In response to open-ended questions about the most effective way to reduce landfill waste or solve environmental issues associated with waste, participants overwhelmingly cited recycling and other downstream strategies.

We also asked people to rank the four strategies of the Environmental Protection Agency's waste management hierarchy from most to least environmentally preferred.

In that order, they include source reduction and reuse; recycling and composting; energy recovery, such as burning trash to generate energy; and treatment and disposal, typically in a landfill. More than three out of four participants (78%) ordered the strategies incorrectly.

When they were asked to rank the reduce/reuse/recycle options in the same way, participants fared somewhat better, but nearly half (46%) still misordered the popular phrase.

Finally, we asked participants to choose between just two options – waste prevention and recycling. This time, over 80% of participants understood that preventing waste was much better than recycling.

Recycling badly
While our participants defaulted to recycling as a waste management strategy, they did not execute it very well.

This isn't surprising, since the current U.S. recycling system puts the onus on consumers to separate recyclable materials and keep contaminants out of the bin.

There is a lot of variation in what can be recycled from community to community, and this standard can change frequently as new products are introduced and markets for recycled materials shift.

Our second study asked participants to sort common consumer goods into virtual recycling, compost and trash bins and then say how confident they were in their choices.

Many people placed common recycling contaminants, including plastic bags (58%), disposable coffee cups (46%) and light bulbs (26%), erroneously – and often confidently – in the virtual recycling bins.

For a few materials, such as cardboard and aluminum foil, the correct answer can vary depending on the capacities of local waste management systems.

This is known as wishcycling – placing nonrecyclable items in the recycling stream in the hope or belief that they will be recycled. Wishcycling creates additional costs and problems for recyclers, who have to sort the materials, and sometimes results in otherwise recyclable materials being landfilled or incinerated instead.

Although our participants were strongly biased toward recycling, they weren't confident that it would work.

Participants in our first survey were asked to estimate what fraction of plastic has been recycled since plastic production began. According to a widely cited estimate, the answer is just 9%.

Our respondents thought that 25% of plastic had been recycled – more than expert estimates but still a low amount. And they correctly reasoned that a majority of it has ended up in landfills and the environment.

Empowering consumers to cut waste
Post-consumer waste is the result of a long supply chain with environmental impacts at every stage. However, U.S. policy and corporate discourse focuses on consumers as the main source of waste, as implied by the term "post-consumer waste."

Other approaches put more responsibility on producers by requiring them to take back their products for disposal, cover recycling costs and design and produce goods that are easy to recycle effectively.

These approaches are used in some sectors in the U.S., including lead-acid car batteries and consumer electronics, but they are largely voluntary or mandated at the state and local level.

When we asked participants in our second study where change could have the most impact and where they felt they could have the most impact as individuals, they correctly focused on upstream interventions.

But they felt they could only affect the system through what they chose to purchase and how they subsequently disposed of it – in other words, acting as consumers, not as citizens.

As waste-related pollution accumulates worldwide, corporations continue to shame and blame consumers rather than reducing the amount of disposable products they create.

In our view, recycling is not a get-out-of-jail-free card for overproducing and consuming goods, and it is time that the U.S. stopped treating it as such.

UE: Portugal em último lugar na recolha de resíduos elétricos e eletrónicos


Portugal é o pior país da União Europeia no tratamento de Resíduos de Equipamentos Eléctricos e Electrónicos (REEE), ficando abaixo da média europeia (45%), segundo dados do Eurostat. Apenas 32% dos REEE foram recolhidos em 2020, muito abaixo da meta europeia de 65%.

Em 2020, os equipamentos colocados no mercado chegaram às 212 mil toneladas, e a recolha não ultrapassou as 59 mil toneladas.

Segundo a Zero, existe subfinanciamento do sistema de gestão dos REEE, porque são muito baixos os valores que as empresas que criam os equipamentos pagam às entidades gestoras dos REEE, quando os equipamentos se tornam resíduos.

A Zero defende que os equipamentos elétricos e eletrónicos deviam ter um sistema de depósito/retorno como as embalagens de bebidas de plástico e vidro, de forma a que as pessoas recebessem o valor do depósito pago inicialmente quando compram um novo equipamento e entregam o antigo.

As empresas quando entregam, por exemplo, um frigorifico novo, muitas vezes não recolhem o frigorífico velho, não cumprindo a lei. Muitas vezes a recolha dos frigoríficos, como se viu numa reportagem da SIC, é feito por transportadoras que os vendem a sucateiros.

O mercado paralelo da reciclagem, em Portugal, fica com muitos destes electrodomésticos em fim de vida. De acordo com um estudo da Eletrão, três em cada quatro equipamento elétricos e eletrónicos usados e colocados na via pública ou nos circuitos municipais vão parar ao mercado paralelo.

Uma solução para este problema é que ocorra inspeção junto dos retalhistas para acederem às informações relativamente aos equipamentos que foram vendidos e os que foram recolhidos.

No Cell Phone! Campaign Launched Worldwide Today


"When I was eight years old, as I stood among the birds and trees in front of my cousins’ country home, I suddenly heard a horrendous noise I had never heard before. “It is called a chain saw,” said my uncle George, as he explained to me what it did. In my mind’s eye I saw forests tumbling down all over the world.

Four years later, a TV commercial filled me with foreboding. It featured a bottle of shampoo falling to the floor of a shower stall and not breaking! The Prell company was introducing the wonders of plastic to a consuming public.

That same year, 1962, a marine biologist awakened the world to the devastation caused by pesticides, igniting an environmental movement that shook the world to its roots.

Yet today, 60 years later, the world poisons itself with five times as much pesticides as it did before Rachel Carson’s monumental book. The few remaining old growth forests continue to be felled by machines with a power beyond anyone’s control. And as marine mammals, seabirds and turtles choke on bottle caps, lids and grocery bags, the oceans will soon contain more plastics than fish, and we swim in microplastic particles that rain down on us day and night in the very air we breathe.

It is no one’s fault, and it is everyone’s fault. Today, without assigning blame, we have an opportunity to gather together in personal action for the future of life on Earth. An opportunity to change course. Microwave radiation is the first pollutant that is being spread intentionally over every square inch of the planet. And it is the first pollutant whose source and driving force -- the mobile phone -- is within the palms and pockets of the world’s population at all times. This gives us a unique opportunity to be proactive instead of just advocates. To be a movement of change and not just for change. To set an example of what must also be done with respect to the other environmental assaults.

Wireless technology is also the first pollutant for which there is not a dose response: the effect does not depend on the dose. Reducing the power level of a wireless device does not reduce the harm that it causes. For purposes of health and environment, a cell phone is a cell tower. We cannot have birds and insects and also have cell phones. Our children will not live to grow up if we do not get rid of cell phones.

The benefits of ridding one’s life of cell phones -- the restoration of your health and vitality - are immediate, startling, and far greater than the benefits that they provide. And as this action spreads, so will the benefits. A restored vitality of the forests, oceans, wildlife and birds that once gave life meaning will give people much more than they will give up when they throw away their cell phones -- and gladly give up, once they feel the difference and realize what they have traded away.

Dia Internacional dos Resíduos Elétricos


No Dia Internacional dos Resíduos de Equipamentos Elétricos e Eletrónicos, a ERP Portugal relança o Eu Reciclo, uma plataforma dedicada à informação sobre REEE (Resíduos de Equipamentos Elétricos e Eletrónicos) e RP&A (Resíduos de Pilhas e Acumuladores), que inclui as melhores práticas de encaminhamento para reciclagem destes resíduos e informação sobre os cerca de 8 mil pontos de recolha ERP Portugal, disponíveis em todo o continente e regiões autónomas.

Dirigido a vários públicos, como estabelecimentos comerciais e empresariais, de ensino, instituições, autarquias e ao consumidor final, o Eu Reciclo conta com uma imagem renovada e novas funcionalidades, como a possibilidade de solicitar uma recolha de REEE & RP&A, para posterior encaminhamento para reciclagem e valorização por parte da ERP Portugal, explica a ERP em comunicado.

Segundo a mesma fonte, às novas funcionalidades, acresce ainda uma secção dedicada ao “Junta na Freguesia”, o mais recente projeto da ERP Portugal, que tem como objetivo incentivar as populações a entregarem os velhos equipamentos elétricos e eletrónicos e pilhas, nas Juntas de Freguesia aderentes ao programa .

Consumidores podem optar entre três canais para a entrega dos seus equipamentos

Frigoríficos, secadores de cabelo, máquinas de lavar loiça e roupa, telemóveis, televisores, termómetros, lâmpadas, entre tantos outros equipamentos que funcionaram através de eletricidade ou pilhas, mas que se avariaram ou que simplesmente já não utilizamos, são considerados “REEE”. Em suma, qualquer equipamento que necessite de uma fonte de energia para funcionar, é um Equipamento Elétrico e Eletrónico, que no seu fim de vida “deve ser recolhido separadamente dos restantes resíduos, para poder ser transformado e valorizado, em prol do ambiente e da saúde pública”, acrescenta a ERP.

A mesma fonte explica que os consumidores finais podem optar entre três canais para a entrega dos seus equipamentos elétricos e eletrónicos que deixaram de funcionar ou que já não utilizam: através de lojas que comercializam eletrodomésticos e pilhas, entregando o velho equipamento aquando da aquisição de um novo que seja equivalente; colocando-os nos contentores identificados para o efeito; entregando-os num ponto de recolha da rede Depositrão ou Traga-Pilhas (no caso de pilhas usadas); ou ainda entregando-os em centros de receção.

Esta rede de pontos de entrega de REEE será alargada através do programa “Junta na Freguesia”, lançado em setembro deste ano e que já conta com uma enorme adesão.
