Enquanto o mundo debate geopolítica, sanções e equilíbrios de poder, as verdadeiras vítimas silenciosas -florestas, zonas húmidas, fauna selvagem e ecossistemas marinhos - estão a ser destruídas, contaminadas e abandonadas.

What use is NATO, anyway?

As the Trump administration brings the war in Ukraine to a close, members of the NATO alliance are going to start asking some tough questions. Ukraine itself was never in NATO, of course—indeed, the war was in part fought over the question of Ukraine joining the alliance. Nevertheless, many NATO members, especially in Eastern Europe, came to view the conflict as a test of NATO’s resilience, and although they will be reluctant to admit it publicly for some time, NATO failed that test.

Within the Armed Forces of Ukraine (AFU), NATO effectively had a highly capable proxy military. Although the AFU was unable to defeat the Russian armed forces, it was not for lack of effort: no one doubts the determination and bravery of Ukrainian troops. Europe and the United States supplied the AFU with as many armaments as they were able to provide. This support meant that, at least in the short run and absent mass conscription or a conversion of European industry to a full war footing—if such a conversion were even possible—the AFU came close to representing the strongest army NATO could field in the European theatre. Even so, this army ultimately failed to achieve victory, and it is only a matter of time before NATO members are forced to confront this reality.

On top of this, evidence is starting to emerge that the United States is getting tired of the alliance. NATO-scepticism has been growing in America since Trump first ran for President in 2016. Then candidate Trump famously told The New York Times in March 2016 that he thought NATO was obsolete because it had been designed to counter the threat of the Soviet Union and the Soviet Union no longer existed. Since 2016, this stance seems to have become close to official policy in the United States. Recently Treasury Secretary Scott Bessent said that America would not send troops if Europe got involved in a conflict with Russia but it would be open to selling the Europeans weapons. Does this mean that NATO is de facto already dead? Probably.

‘NATO-scepticism has been growing in America since Trump first ran for President in 2016’
Throughout Trump’s first term Russiagate kept the Democrats interested in NATO and provided a bulwark against Trump’s own instincts regarding the alliance. One could argue that the politics of Russiagate played a very large role in the outbreak of the war in Ukraine under a Biden administration that was riven with paranoia and hostility toward Russia. But in Trump’s second term, there is far less interest in Russia or NATO amongst the Democrats. Russiagate is yesterday’s news, the Democrats have found a much juicer scandal in the drama surrounding the so-called Epstein files. When we look at some of the potential presidential candidates for the 2028 election amongst the Democrats we find few, if any statements on NATO. All this suggests that the American political class have lost interest in the European theatre.

Then there are the developments in weapons technologies. When the alliance was formed, and even when it was consolidated and expanded after the end of the Cold War, NATO’s standardization of weapons platforms across the alliance was uncontroversial. While this standardization obviously favoured the defence firms of some countries over others—and after the collapse of the Soviet Union it de facto banished most Soviet-era weaponry from militaries in the alliance—it did not seem like a particularly bad deal. After all, the weapons being produced by defence firms within the alliance were thought to be the best in the world.

In the wake of the war in Ukraine, many are starting to question these assumptions. The ‘cutting edge’ NATO technology is no longer looking very cutting edge in the face of drone warfare and the active use of hypersonic missiles by Russia—missiles that no NATO country possesses. The extremely expensive tanks that NATO countries produced fared no better or no worse than the much cheaper tanks that Russia produces or even the old Soviet-era tanks that Ukraine still had in its stockpiles. Perhaps, after all, tanks really are just large pieces of metal on tracks with a gun attached and trying to turn them into anything else is just a waste of time and money.

If the Ukraine war raised doubts about NATO military technologies, recent developments in China have started to create panic. The recent Chinese 2025 Victory Day Parade in September 2025 showed the world that the Peoples’ Liberation Army (PLA) now has access to technologies that are out of the reach of NATO members. But while the technological developments are interesting, what is far more interesting is the cost. China has become famous for producing technology that used to be produced in the West at a fraction of the price. It should have been obvious that eventually the Chinese would apply these tried and tested manufacturing techniques to weaponry.

‘If the Ukraine war raised doubts about NATO military technologies, recent developments in China have started to create panic’
Recently a private firm in China unveiled the YKJ-1000, a hypersonic missile that some speculate can be produced for less than $100,000. It is hard to convey how much of a game-changer this technology could prove to be. These missiles are difficult, if not impossible, for air defence to intercept. The YKJ-1000 comes nestled in a launcher that looks identical to a standard shipping container, meaning that they could be transported without detection from overhead satellite or drone reconnaissance. The price tag puts them in reach not just of any state actor, no matter how small or poor, but even non-state actors or semi-state actors. An anti-shipping version of the YKJ-1000 could render American naval power projection largely obsolete as aircraft carriers might be threatened by these missiles if they parked off the coast of a country that possessed them.

If non-NATO countries start to purchase this new, low-cost technology, what will NATO countries think? Inevitably they will start to see NATO as constraining them in their capacity to defend themselves. Unless countries in NATO can produce these new weapons at similar cost—which is highly unlikely - the alliance will trap its members into a situation where they are buying overpriced, outdated weaponry while their rivals buy cheap, modern weaponry. This could actively undermine the ability of NATO member to defend themselves.

All of this suggests that NATO in its current form is not long left for this world. At just about every level, the alliance does not make sense anymore. It might hobble along for another few years. But as time goes on, all its members will start to lose interest. Can it be reformed? Possibly, but no one has provided a credible plan to reform it. Unless NATO can produce a credible plan to remain relevant in a world that is changing dramatically—geopolitically and technologically—it risks falling apart under the weight of its own irrelevance.

Ucrânia: 13.500 km² de vias navegáveis ​​​​contaminadas por minas e explosivos


Aproximadamente 13.500 km² de vias navegáveis ​​na Ucrânia, incluindo o rio Dnieper, lagos e a costa do Mar Negro, estão potencialmente contaminadas por minas e restos explosivos de guerra, estimou o Programa das Nações Unidas para o Desenvolvimento (PNUD) a 12 de novembro. Desde 2014, enfrentando um conflito no leste do país e a anexação da Crimeia, e desde 2022 uma invasão em grande escala, a Ucrânia é agora o país mais contaminado por explosivos do mundo. Segundo o governo ucraniano, 136.952 km², ou 23% do território, continuam afetados por minas terrestres e munições não detonadas.

Já em 2024, Natalia Gozak, diretora da Greenpeace Ucrânia, alertou à Reporterre que a guerra era “um fardo tóxico para gerações”. Em três anos de guerra, a invasão russa da Ucrânia gerou o equivalente a 230 milhões de toneladas de CO₂, de acordo com um estudo da Initiative on Greenhouse Gas Accounting of War, publicado em fevereiro.

How wars ravage the environment – and what international law is doing about it


People across the Gaza Strip have been returning to towns and cities badly damaged by the war after a fragile ceasefire took effect in October. Eventually, their lives will be restored and their homes will be built back. But the climate consequences of the war will remain for years to come.

Research, which is currently under review, demonstrates that the equivalent of over 32 million tonnes of CO₂ was generated in the first 15 months of the war. This is equal to the greenhouse gas emissions of roughly eight-and-a-half coal-fired power plants in one year or the annual greenhouse gases emitted by Jordan.

The war in Ukraine has had a devastating environmental impact, too. One study, published in February 2025, concluded that the equivalent of nearly 237 million tonnes of CO₂ were released as a result of the war in the three years after Russia’s full-scale invasion. This figure is similar to the annual emissions of Austria, Czech Republic, Hungary and Slovakia combined.

Wars and climate change are inextricably linked. Climate change can increase the likelihood of violent conflict by intensifying resource scarcity and displacement, while conflict itself accelerates environmental damage. This article is part of a series, War on climate, which explores the relationship between climate issues and global conflicts.

It is currently up to researchers themselves to calculate the climate impact of wars. This is because there is no legal obligation for countries to report annual conflict emissions to the UN’s climate body, the UN Framework Convention on Climate Change (UNFCCC). But that may soon change.

In July, the International Court of Justice (ICJ) delivered a historic advisory opinion on countries’ obligations to tackle climate change. This much-anticipated opinion confirmed that states are legally bound to protect the climate system, and must take concrete action to tackle and respond to the climate emergency.

Two of the court’s key legal findings were that states are obliged to do their utmost to prevent harm to the climate system and to cooperate with each other to that end. In a declaration annexed to the opinion, Judge Sarah Cleveland emphasised that this obligation necessarily includes assessing, reporting on and tackling greenhouse gas emissions from armed conflicts.

As she explained: “Failing to take such harms into account underreports and distorts our understanding of global warming and undermines the ability of the international community to tackle its causes. It is thus directly contrary to the international obligations of states to protect the climate system and other parts of the environment from greenhouse gas emissions.”

Protecting the environment
The ICJ’s opinion followed a number of international legal efforts in recent years to protect the environment from harm caused by conflict. In 2022, the UN’s authoritative International Law Commission released its “draft principles” on the protection of the environment during armed conflict. The principles were approved by the UN general assembly in December of that year.

They set out how the environment should be protected before, during and after armed conflicts, while also presenting a framework for environmental protection in situations of occupation. The principles include recognition of the potential of armed conflict to exacerbate global environmental challenges, such as climate change and biodiversity loss.

Ecocide is also emerging as an important way to think about war and its associated ecological destruction. This is defined as severe and either widespread or long-term harm to the environment that results from unlawful or wanton acts.

Several states, including Belgium and Chile, have already adopted the crime in their national laws. And the International Union for Conservation of Nature, the world’s largest and most diverse environmental network, voted to adopt a motion in October “recognising the crime of ecocide to protect nature”.

The ecological devastation that has been inflicted in Gaza probably reaches the level of ecocide. Even before the conflict began, the populations of Gaza and neighbouring communities in Israel were experiencing long periods of water scarcity and extreme heat. But the widespread devastation caused by two years of war means Gazans now face devastating environmental and health conditions.

Food production is now impossible as munitions, solid waste and untreated sewage contaminate Gaza’s farmland. The UN Environment Programme estimates that up to 97% of tree crops, 82% of annual crops and 89% of pastureland there have been destroyed during the war.

One study, published in July 2025, also found that it could take as long as four decades to remove the millions of tonnes of rubble left by the Israeli military’s bombardment. The researchers estimated that removing and processing the rubble from Gaza alone will involve driving heavy machinery and trucks a total of 18 million miles – approximately 737 times around the world. This will generate the equivalent of almost 66,000 tonnes of CO₂.

International law is beginning to reflect the growing consensus among states and global bodies on the need to recognise the climate and wider environmental effects of armed conflicts. But the scale of the environmental damage inflicted by conflict underlines the urgent need for transparent reporting and robust data. Global climate policy is proceeding without the full facts.

Road to Belém
At Cop30, the UN’s upcoming 30th climate change conference in the Brazilian city of Belém, one of us (Benjamin Neimark) will attend a high-level panel that will address the issue of military emissions in Gaza. The failure of militaries to report emissions associated with armed conflict, in particular to the UNFCCC, will be central to the panel.

The panel will also highlight the impact of increased military spending on meeting the UN’s sustainable development goals, as well as the effects of climate hazards on de-mining and tree planting in post-conflict Colombia. And it will look at pathways to green reconstruction and energy decarbonisation in Ukraine.

Judge Cleveland’s ICJ declaration is not binding law. But it is an authoritative indication that time is running out for states that turn a blind eye to the significant climate harms of military activities. For global climate governance to succeed in averting disaster, wartime emissions must be brought into full view.

Aumento global do investimento militar está a ameaçar a ação climática, denuncia relatório


Estima-se que atualmente as despesas na área militar a nível global sejam de 2,4 biliões de euros por ano. A invasão russa da Ucrânia espoletou um aumento do investimento militar da União Europeia (UE), com um aumento de mais de 30% entre 2021 e 2024, ano em que alcançou os 326 mil milhões de euros, cerca de 1,9% do PIB da UE.

Tudo aponta para que essa tendência de aumento persista, não apenas no âmbito da UE, mas também da NATO, a qual integram a maioria dos Estados-membros do bloco regional. Salientando que a Defesa é uma área com grandes consumos de energia e cujas emissões associadas de gases com efeito de estufa “contribuem significativamente para a crise climática”, um relatório divulgado pelo Observatório do Conflito e Ambiente (CEOBS) avisa que o aumento dos investimentos militares pode ser acompanhado por um aumento das emissões e pela erosão dos esforços para combater as crises planetárias.

Intitulado “How increasing global military expenditure threatens SDG 13 on Climate action” (“Como aumentar a despesa miliar global ameaça o ODS 13 sobre Ação Climática”, numa tradução livre para português), a análise destaca que aumentar os gastos com a Defesa aumentará também as emissões de gases com efeito de estufa dessa área, e lembra que se as forças armadas de todo o mundo fossem um país seriam o quarto maior emissor global.

Dizem os relatores que aumentar a produção de armamento consome muita energia e que, por “os avanços tecnológicos em tecnologias militares de baixo carbono” continuarem a ser “limitados”, a subida da procura aliada a uma “dependência” de tecnologias mais velhas mas mais bem conhecidas fará com que as áreas militares fiquem “presas” a equipamentos intensivos em combustíveis fósseis que continuarão a ser usados ao longo das próximas décadas.

“Verificou-se que as despesas militares contribuem para o aumento das emissões mesmo quando se tem em conta o progresso tecnológico no setor militar”, aponta o relatório, apontando para uma relação íntima entre as “dinâmicas gerais de militarização” e os impactos negativos no ambiente. Calcula-se que três anos de guerra na Ucrânia (fevereiro de 2022 a fevereiro de 2025) tenham resultado em emissões de 230 milhões de toneladas de gases com efeito de estufa, e que as emissões dos primeiros 60 dias do conflito em Gaza tenham sido superiores às emissões anuais de 20 países combinados, cerca de 280 mil toneladas, e os impactos climáticas da reconstrução poderão ser ainda maiores.

Por não haver um consenso sobre como as emissões geradas pelas áreas militares devem ser reportadas, ou se devem ser comunicadas de todo, os especialistas acreditam que existe um fosso no conhecimento que limita a capacidade para avaliar os progressos no Objetivo do Desenvolvimento Sustentável 13, que diz respeito ao combate às alterações climáticas.

Além dos impactos ambientais diretos, o relatório indica que o aumento do investimento na área militar pode desviar financiamento da investigação científica climática e de medidas que visem a adaptação e a resiliência das comunidades aos efeitos das crises planetárias.

Ainda que reconheçam a importância das forças militares na resposta a eventos climáticas extremos, por exemplo, os autores da análise dizem que é “crucial” assegurar que qualquer aumento da despesa militar não seja feito à custa da redução de investimentos em adaptação e preparação climáticas da população.

“Uma opção para mitigar esse risco é integrar estrategicamente os ativos militares em estruturas de adaptação climática, para que os governos possam aproveitar o seu potencial ao mesmo tempo que asseguram que os esforços de longo prazo para criar resiliência continuam a ser uma prioridade”, lê-se no relatório.

“Se esta corrida global ao armamento continuar ao ritmo atual, é mais um obstáculo para nos impedir de alcançar o objetivo abrangente do Acordo de Paris: limitar o aumento da temperatura média global a um valor muito inferior a 2ºC.”

Os especialistas reconhecem que, no âmbito da Agenda 2030 para o Desenvolvimento Sustentável para um mundo pacífico, justo e sustentável, a segurança, especialmente pela via militar, desempenha um papel fundamental, mas avisam que “precisamos de investir em segurança genuína e humana”, salientando que “para muitos, a crise climática está já a comprometer o seu caminho em direção a um futuro justo, sustentável e pacífico”.

O documento apela a uma mobilização da comunidade internacional para trazer as áreas militares para a esfera dos esforços de proteção do planeta, apelando, por exemplo, à comunicação transparente, confiável e abrangente das emissões militares de gases com efeito de estufa, e a um compromisso dos países para criarem planos “ambiciosos” para reduzirem as emissões das suas forças armadas e para comunicarem “claramente” ao público de que forma as suas decisões para aumentar as suas despesas militares afetam os seus compromissos para o Desenvolvimento Sustentável e para com as metas do Acordo de Paris.

“Não podemos continuar com as nossas cabeças enterradas na areia e a ignorar o impacto climático do aumento drástico das despesas militares”, alertam os autores.

Invasão russa lançou mais 175 milhões de toneladas de CO2 para atmosfera


Bruxelas, 13 jun 2024 (Lusa) - Dois anos de conflito na Ucrânia devido à invasão pela Rússia lançaram mais 175 milhões de toneladas de dióxido de carbono para a atmosfera, o equivalente às emissões anuais de 90 milhões de automóveis, segundo um relatório divulgado hoje.

De acordo com o relatório, divulgado por uma iniciativa para a contabilização das emissões de gases com efeito estufa em guerra, com o patrocínio do Ministério da Proteção Ambiental e Recursos Naturais da Ucrânia, para a emissão adicional de 175 milhões de toneladas de dióxido de carbono contribuíram “milhares de milhões de litros de combustível utilizados pelos veículos militares, aproximadamente um milhão de hectares de terrenos e florestas incendiados, centenas de estruturas de petróleo e gás destruídas e grandes quantidades de ferro e betão utilizados para fortificar as linhas defensivas ao longo de centenas de quilómetros".

O documento dá conta de que de que estas emissões, comparáveis às produzidas por 90 milhões de automóveis em apenas um ano, aumentam em 32 mil milhões de euros as reparações que estão a ser imputadas a Moscovo para reconstruir a Ucrânia depois da guerra.

Os dados foram recolhidos em grande parte com recurso a informações de satélite do Governo da Ucrânia e outros publicamente disponíveis, já que a verificação no terreno está dificultada e em alguns casos impossibilitada pelas operações militares.

“As imagens de satélite demonstram que houve pelo menos 27.000 incêndios” desde o início da invasão russa e 150 milhões de metros cúbicos de gás desapareceram por causa da ofensiva russa no território ucraniano.

O relatório também dá conta das consequências de desviar voos que atravessavam o território ucraniano e russo desde 24 de fevereiro de 2022, que terão contribuído para mais horas de voo e mais consumo de combustível.

Os investigadores que participaram no estudo alertam também que o aumento do investimento em defesa acarreta consequências ambientais, assim como o transporte de armamento.

Pentagon Pollution Is a Global Embarrassment

World leaders just wrapped up 2023’s international climate forum, COP28, held in Dubai.

The forum opened on November 30 with an embarrassment for the host country, the United Arab Emirates, when the president of the gathering—who also leads the UAE’s state oil company—was caught using the platform to secretly push fossil fuel deals.

But, Washington also had cause for embarrassment.

After all, the United States is responsible for more cumulative fossil fuel emissions than any other country. And we’re spending more and more resources on a big part of the problem: the Pentagon. The Department of Defense remains the most carbon-intensive institution in the world, responsible for more annual emissions than most countries.

This year, Americans have experienced record-breaking temperatures and dozens of billion-dollar climate disasters, including floods, wildfires, winter storms and hurricanes. The American people deserve safety and security—but plowing more money into the military isn’t going to ensure either.

The United States continues to spend more on its military than the next ten highest spenders combined. Even though the Pentagon recently failed its sixth straight audit, Congress just passed a gargantuan, $886 billion military spending bill.

On top of that massive Pentagon budget, the White House is calling for an additional $106 billion in emergency supplemental funding for military assistance to Israel and Ukraine, and to countries surrounding China—where there is no ongoing war.

With nations at COP28 approving a global climate aid fund to help poorer countries adapt, that number has some added significance: $106 billion is the exact same figure the U.S. owes in climate reparations to other countries for all those historic emissions, one Columbia University researcher estimates.

By contrast, President Joe Biden has pledged just $1 billion for global climate aid—ten times less than an earlier commitment he made in 2021.

Many still applaud Biden’s climate-forward policies, including the historic climate investments made as part of the Inflation Reduction Act. However, these efforts still fall short of what is needed.

We need to shift more of our considerable resources away from the carbon-intensive Pentagon and toward serious efforts to stop rising temperatures and stabilize regions threatened by climate catastrophe. That would make the world— and the United States—a lot safer.

Even a modest $100 billion cut to the Pentagon would be transformative—that’s enough to fund solar power for every household in the country, with billions of dollars left to spare.

When it comes down to what makes us safer, we must look at the state of our planet for future generations. After another year plagued by climate disasters and wars, it’s clear we cannot continue down a course of investing in militarism while neglecting our planet.

As leaders negotiate how to reduce worldwide emissions, they must look critically at their most carbon-intensive institutions. And if the Biden Administration is serious about leaving a positive climate legacy, it should start with the Pentagon.

Golfinhos do Mar Negro são vítimas invisíveis da guerra na Ucrânia

Ivan Rusev é o chefe do Departamento de Pesquisa do Parque Nacional dos Estuários de Tuzly, na Ucrânia. No início de maio, ele postou no Facebook informações sobre a trágica perda de outros 100 golfinhos do Mar Negro, no mês anterior.
“Infelizmente, em abril de 2023, mais de cem golfinhos mortos foram encontrados nas baías de Sebastopol e outras praias da Crimeia, nas proximidades de Novorossyska, Sochi e Gelendzhik”, escreveu Rusev, de acordo com o USA Today.

Rusev afirmou que o sonar usado pelas forças navais russas danifica o sistema de comunicação acústica dos golfinhos no Mar Negro, impedindo-os de comer.

“Os golfinhos não conseguem se orientar no mar para pescar, portanto perdem peso e seu sistema imunológico enfraquece”, disse Rusev.

Uma catástrofe ambiental para o Mar Negro
Rusev também observou que tanto as minas quanto as explosões subaquáticas aumentam o número de mortes de golfinhos. Segundo ele, está instaurada uma catástrofe ambiental na costa ucraniana do Mar Negro.
Por 40 anos, Rusev monitorou a costa da Ucrânia e nunca havia visto nada parecido.

Qual o total de animais mortos?
“No total, estimamos que entre 50 e 100 mil golfinhos tenham morrido”, disse Rusev, durante uma entrevista em vídeo à Radio Free Europe.
De acordo com o Ministério de Proteção Ambiental e Recursos Naturais da Ucrânia, existem apenas cerca de 253 mil golfinhos no Mar Negro.

O cenário é preocupante
Se as estimativas de Rusev forem verdadeiras, isso significa que mais de um terço da população de golfinhos do Mar Negro pode ter morrido em decorrência da guerra.

E se a guerra continua?
Durante uma entrevista à Radio Free Europe, Rusev disse que havia acabado de encontrar 12 golfinhos mortos e observou que, antes da invasão da Rússia, nunca havia encontrado um único cadáver  de golfinho naquela parte da costa da Ucrânia, um sinal preocupante à medida que a guerra da Rússia se estende.

As a result of final-hour demands made by the U.S. government during negotiation of the 1997 Kyoto treaty, military greenhouse gas emissions were exempted from climate negotiations. That tradition has continued.

The 2015 Paris Agreement left cutting military greenhouse gas emissions to the discretion of individual nations.

The UN Framework Convention on Climate Change, obliges signatories to publish annual greenhouse gas emissions, but military emissions reporting is voluntary and often not included.

NATO has acknowledged the problem but not created any specific requirements to address it.

There is no reasonable basis for this gaping loophole. War and war preparations are major greenhouse gas emitters. All greenhouse gas emissions need to be included in mandatory greenhouse gas emission reduction standards. There must be no more exception for military pollution.

We ask COP27 to set strict greenhouse gas emissions limits that make no exception for militarism, include transparent reporting requirements and independent verification, and do not rely on schemes to “offset” emissions. Greenhouse gas emissions from a country’s overseas military bases must be fully reported and charged to that country, not the country where the base is located.

Why the war in Ukraine is also a make-or-break moment for climate change

The Russian invasion of Ukraine is barely three weeks old, but it’s already brought unspeakable suffering and destruction, as well as momentous shifts in the global order. Now, as Western countries have effectively started decoupling from Russia both economically and politically, a lot of attention is focusing on energy security and increasing fossil fuel production.

“We can come back to tackling climate change” later, we’re starting to hear. This puts the existential effort to decarbonize the global economy at risk of becoming collateral damage of the war — and that would be catastrophic.

But can we be outraged about the war, worry about energy security and fight climate change all at the same time?

Those goals aren’t necessarily at odds. But they will require a clear-eyed understanding of the dramatic forces now at work, both economically and geopolitically.

The war in Ukraine is, in many ways, an energy war. Europe in particular is becoming acutely aware of its dependence on Russian fossil fuels — a dependence that is literally fueling the conflict. The European Union, and to a lesser extent the UK and the US, buy hundreds of millions of dollars worth of oil and gas from Russia every day (some of it transiting through pipelines that cross Ukraine), and it’s those millions that finance Russia’s regime and its army.

Europe relies on Russia for about 40 percent of its gas and about one-quarter of its oil imports. Cutting those flows is dual-edged — it would cripple Russia economically but could also trigger blackouts and chaos across the continent. That helps explain why EU sanctions currently do not extend to Russia’s fossil fuels (The US and the UK import far less and moved to ban oil imports).

Olaf Scholz, the recently elected German Chancellor who with a single, historic speech reversed decades of non-military foreign and security policy, has had to acknowledge that Europe’s supply of energy “can’t be secured otherwise at the moment.” His economic and energy minister Robert Habeck from the Green party warned of “mass unemployment and poverty.”

Hence, the flows keep flowing — and the fueling of Europeans’ cars and the heating of their homes funds the war. Columnist Javier Blas calls it “the commodities market version of the Cold War doctrine of mutual assured destruction, or MAD.” It’s that madness that threatens to derail the efforts to decarbonize the global economy.

Europe’s energy predicament is largely self-inflicted. But that doesn’t alter the fact that weaning the continent off Russian gas and oil — a need that has been spoken between the lines in European discussions for years — has suddenly become an urgent security imperative. The European Commission has presented a plan to make Europe independent from Russian fossil fuels before 2030, starting with reducing gas imports by two-thirds by year’s end. (It includes increased imports of liquified gas, deploying renewables faster, conserving energy, developing hydrogen and taking measures to respond to rising energy prices.) The International Energy Agency (IEA) has added its own thinking towards reducing that reliance.

This has definite positives when it comes to dealing with climate change, and there are plenty who see the instability provoked by the war as a fork-in-the-road moment, a renewed incentive to accelerate the adoption of clean energy.

Getting rid of the dependence on Russian fossil fuels means getting rid of fossil fuels — and once that shift to cleaner sources is achieved, there would be no way back. That is, for now, the position of Europe, which has found new unity and political vigor in response to the war. (It’s worth noting that this shared goal isn’t matched by a consensus on method yet: while Germany is phasing out nuclear plants, France is planning a vast expansion of nuclear power, for instance.)

Others, however, think that we cannot confront both energy security and decarbonization at the same time. In this view, the instability provoked by the war creates disruptions in energy supplies and price increases with significant economic and social repercussions. We should therefore tackle this crisis first, and worry about climate change later, by giving priority to securing energy supplies, increasing oil and gas production and delaying the phasing out of coal. This seems to be the position of the US (which is even trying to convince Venezuela and Iran to increase oil production), and to some extent, also the UK and China.

Who is right? This tension between energy security needs and overarching climate goals is now central to the climate discussion. It can’t be — and shouldn’t be — easily resolved. Either/or is a luxury we can’t afford. There are merits to both points of view, at least in the short term. It is not a choice so much as a dilemma, in which we need to keep two conflicting goals in mind at the same time, with the same high level of priority.

Which brings me to the second major challenge now facing climate action: deglobalization. Fighting climate change needs global collaboration. However, after decades of global integration, accelerated in 2001 when China joined the World Trade Organization, the world is now becoming less integrated. This deglobalizing trend isn’t new, it can be traced back to the 2008 financial crisis, and has been hastened over the last few years by the growing economic and strategic rivalry between the United States and China and by the Covid-19 pandemic, which has added to global inequality and provided new rationales for more protectionist policies.

For this trend, too, the war in Ukraine is a dramatic accelerating factor. To avoid a confrontation with a nuclear-armed Russia that could escalate into a generalized conflict — a third World War — the West has elected not to engage militarily in Ukraine but to offer external support. By itself, that’s a prudent and rational decision: no one wants NATO and Russian jet fighters getting too close to each other.

In parallel, however, Western countries have initiated severe economic sanctions on everything from Russian banks to technology imports to the assets of oligarchs. As a consequence of the sanctions (and of popular outrage at the war), hundreds of companies have withdrawn from Russia or suspended their operations. Many think that the country has become “un-investable” for a long time. This is putting huge pressure on Russia, but it has also transferred the theater of the conflict to the global economic sphere.

For instance, in a recent TED conversation Ian Bremmer, the founder of Eurasia Group, told me that the Chinese ambassador to Moscow gathered Chinese investors in Russia to suggest that the Western withdrawal represents a unique opportunity to “go in and do more because Russia is going to be relying on us.” Most of the sanctions, Bremmer suggested, are potentially functionally permanent (at least as long as President Putin is in power, and especially if he acts on his threat to seize the assets of Western companies), and their ripple effects will ignite a repatterning of the global economy.

Many scenarios can spin out of this situation, and here’s one. The world splinters into two ideologically incompatible parts, an authoritarian one around China and Russia and a democratic one around the United States and Europe. The underlying infrastructure also starts diverging, with separate credit card and payment systems, Internet networks, information spheres (this is already happening, especially after the thorough shutdown of any independent source of information in Russia), technological developments and supply chains. If it sounds familiar, that’s because it is — the world was split into two such halves during the Cold War.

This New Cold War is different, however, for at least three reasons. First, the world has grown way more interconnected and interdependent, which means that a rapid reorganizing (or disorganizing) of global supply chains is going to bring significant disruption, from higher prices to shortages. Second, China is not the Soviet Union: it is a big, successful economy with an assertive foreign policy that has by and large achieved technological parity with the US, has the world’s largest navy, and is inching closer every day to the moment when it will regain control of Taiwan, the world’s semiconductor hub.

Finally, it is not obvious that much of the rest of the world would align itself with the US and Europe. The Western media has focused on the fact that the United Nations General Assembly resolution condemning the invasion of Ukraine has gathered 141 votes, with 35 countries abstaining and only 5 voting against (Belarus, Eritrea, North Korea, Syria and Russia itself), framing it as a demonstration of a world united against Russia.

Meanwhile, too little airtime has been given to the list of countries that have actually joined the West’s sanctions, which is much shorter: the US, the UK, the EU, Canada, Japan and a dozen others. Southern countries, for instance, are staying out of it, possibly because they recognize the double standards the West is applying. Middle Eastern countries are also keeping their distance, their motivations likely both economic and political.

In other words, we are at a geopolitical juncture, facing a future of less “global liberal order” and more raw national self-interest. We already see less attention on international institutions and rules — which need to be re-imagined — and more to national sovereignty, and a competitive edge tilted towards those who control reliable sources of energy, materials and food, as well as technology and supply chains. Europe has surely woken up to the fact that “tectonic shifts” are happening and, in the words of France’s President Emmanuel Macron at last week’s Versailles meeting of EU heads of State, that energy, food and defense are issues of sovereignty.

Within countries, spiraling energy (and food) prices, which hit less-well-off groups harder, have the potential to destabilize political systems, making ambitious climate policies even more difficult. In this sense, the coming energy crisis will be a crucial test. It’s going to make very tangible how costly the climate transition is going to be, and the response will show how earnest we are. As the IEA puts it, “The faster EU policymakers seek to move away from Russian gas supplies, the greater the potential implication, in terms of economic costs and near-term emissions.” Absorbing those costs will demand huge effort, commitment and political creativity.

What are the implications of all this for the climate?

In the last few years, the fight against climate change has finally gained momentum, propelled by a combination of public pressure from the youth movement, of growing apprehension with catastrophic wildfires, floods, droughts and heatwaves on all continents, of increasingly accurate (and disquieting) scientific evidence and of the development of still vague (and often abused) but useful concepts such as net-zero and ESG.

The COP26 climate conference last November in Glasgow, although depicted by some activists as a failure, produced a series of real commitments with cities, the private sector, finance, science and civil society leading the way. Climate scientist Johan Rockström, a regular at COP gatherings, said that for the first time he saw “momentum that’s beyond incremental.”

Overall, the momentum is still towards an energy transition (including when viewed through the behavior of stock market investors). But it’s now frighteningly easy to see how we could careen towards a world where the decarbonizing efforts of some could be entirely wiped out by others, less sensitive to public opinion and more focused on economic growth, just pumping and burning away. If you want to make it even more dystopian, think of a future split in two between a group of authoritarian fossil-energy-rich economies versus a group of democratic green-energy-fragile states. And when it comes to CO2, it doesn’t matter where and by whom it is emitted, because the atmosphere is one and shared.

For exactly that reason, fighting climate change needs global cooperation. The new configuration emerging from the Russian invasion of Ukraine and the West’s economic sanctions in response threatens to make that collaboration exponentially harder, if not impossible.

Moreover, fighting global heating and its impacts needs rich countries to share technologies and financial resources with poorer ones to allow them to adapt and develop their economies and societies without resorting to fossil fuels.

Until now, that support has been lacking, as the Prime Minister of the Barbados Mia Mottley said in her much-discussed talk at COP26, adding that “our people are watching and taking note.” At a more recent Financial Times conference, Mottley defended her country’s plan to expand fossil fuel exploration off its coast. According to the newspaper’s own account, she explained that developing countries need “a way to finance our route to net-zero,” and if the wealthy nations that “caused the problem” would not provide funding, they would need to find other ways to generate revenue, such as extracting and exporting fossil fuels. That’s probably a majority viewpoint among politicians from Africa to India and plays to the potential geopolitical divide that the Ukraine war is now triggering.

What applies to energy also applies to food and minerals — Ukraine and Russia account for about 12 percent of calories traded in the world, and the impacts of the war on food supplies are already been felt across the world. Furthermore, many of the materials necessary for a clean energy transition also rely on unstable global supply chains involving, among others, Russia, which I don’t have space to discuss in detail here.

So what do we do about it? This is a time for putting all the cards on the table and exploring a new type of climate politics.

Like the coronavirus crisis before it, the Ukraine war is unlikely to be the last global systemic shock with the potential to derail climate action. There will be other crises, and we can’t keep kicking the climate can down the road at every crisis. We need to develop a plan now, one that, as climate writer Gabrielle Walker told me in an email, “is dynamic and flexible, keeps everything on the table and adapts according to current circumstances”.

First, we need to acknowledge that in a world where the goal is to get rid of the foundational source (fossil fuels) that provides about 80 percent of our energy, climate solutions can’t be decoupled from energy security. Modern societies can’t function without a reliable supply of energy.

Even if renewables are now the cheapest source of power and Western countries come together to accelerate their deployment, implement serious measures to increase efficiency and reduce consumption, develop new approaches such as geothermal and hydrogen, and massively invest in new technologies (for instance for storage), it’s going to be impossible for them to maintain their economies’ stability over the short-medium term without fossil fuels and nuclear power. It takes years to bring a solar plant online, for example. In other words — and I say this as a climate activist — we will have to live with “impure” solutions to the energy crisis in the short term while keeping our eyes on the longer-term climate targets.

Second, while working on securing their energy supply, Western countries need to get much more serious about funding energy infrastructure across the global South — it’s a question of equity, but also crucial to counter the geopolitical divide that is starting to build. It’s also worth noting that China still has a net-zero commitment and is still very much interested in being a provider of low-carbon solutions (think solar technology) to the world. That’s also a conversation that should not become a fatality of Russian bombs.

Reframing the way we use the concept of net-zero could also be helpful here — although it does need a more stringent definition, possibly linking permission to offset some emissions more strictly to actual decarbonization. It could be framed not as a climate goal, but as a secure way ahead for the world, the mechanism by which energy security and decarbonization can both be achieved.

Christiana Figueres, the Costa Rican diplomat who directed the process that led to the Paris Agreement, told me in a discussion the other day that “what’s happening now should be a holy-shit moment for climate.” Her colleague Tom Rivett-Carnac, who was also on the call, added that the world “will hopefully come together around the challenge of incorporating the short-term energy security and social stability concerns into the long-term decarbonization imperative.” And not just those who identify as climate scientists, climate experts, climate investors or climate activists, but everyone who cares about keeping the planet welcoming for human life. So far, that unity has not been a characteristic of the climate community.

On February 28, 2022, a shocking report went almost unreported, knocked off the front pages by the war in Ukraine that started four days earlier. The IPCC, the United Nations panel that assesses the state of climate science, published a devastating second part (of three) of its sixth assessment describing how climate breakdown is accelerating. (The report’s “summary for policymakers” needs to be unanimously agreed, word by word, by all 195 member governments.) The UN Secretary-General António Guterres called it “an atlas of human suffering and a damning indictment of failed climate leadership.”

That was followed, on March 8, by the International Energy Agency releasing its Global Energy Review report, which says that 2021 registered “the largest ever year-on-year increase in energy-related CO2 emissions in absolute terms,” with a rise of 6 percent, mainly driven by coal, and reaching their highest level ever. Meanwhile, record rainfall brought calamitous floods and deaths to Eastern Australia. In other words, the climate crisis is accelerating, and the urgency to decarbonize is indisputable.

It’s now vital to reconcile short-term energy goals and long-term climate goals in this deglobalizing world with a unity of purpose and direction. Meanwhile, the suffering and destruction intensifies in Ukraine, and confronting it is urgent.

And failing to do both at the same time would affect the world for generations to come. When he gave his inaugural speech in 2019, Ukrainian President Volodymyr Zelenskyy said something that is a fitting message for the whole world today. He said: “We will build the country of other opportunities … and for that, we need people in power who will serve the people. This is why I really do not want my picture in your offices, for the President is not an icon, an idol or a portrait. Hang your kids’ photos instead and look at them each time you are making a decision.”
